Permit Requirements for Home Construction

As of August 21, 2026

If you are planning to build a home in Springhill Township, permits are required before starting construction. Please follow the steps below in order:

  1. Zoning Permit – This is the first permit you must obtain. The standard fee is $300. Contact Mallory Connors at the Springhill Township Office at 724-725-5294.

  2. Sewage System Approval – If there is an existing system, a sewage inspection is required. If you are installing a new system, you will need a sewage design and approval. Fees vary each year; we can provide the current fee schedule upon request. Contact Shawn Mooney at 724-503-4125 ext 122.

  3. Building Permit – Issued by Harshman CE Group. The fee depends on the type of structure. Contact Harshman CE Group at 724-993-4505 for questions regarding fees, permitting processes and any other permit related questions.
